[Outbound] Outbound Invoices (ERP => Routty)

This integration is triggered by https://routty.atlassian.net/wiki/x/DIAPew using a specific message ID. Using this message ID, it retrieves the corresponding invoice from Oracle ERP, sends the invoice to ROUTTY Cloud, and returns a status update back to Oracle ERP upon completion. Upon this we write a file in a file share. This is the queue system. https://routty.atlassian.net/wiki/x/AwAXew checks if the invoice is accepted or rejected in Routty Cloud.
